
What Is UKL-UPL?
UKL-UPL (Environmental Management Efforts and Environmental Monitoring Efforts) is a document containing management and monitoring efforts for businesses and/or activities that do not have significant impacts on the environment.
Unlike AMDAL, which is intended for large-impact projects, UKL-UPL is intended for medium-scale businesses/activities that do not meet the criteria for mandatory AMDAL but still have the potential to impact the environment.

Who Is Required to Prepare UKL-UPL?
Based on Government Regulation No. 22 of 2021 and Minister of Environment Regulation No. 4 of 2021, businesses/activities required to prepare UKL-UPL are those listed in the appendix of business types requiring UKL-UPL.

Small-medium industries (workshops, large-scale laundries, large restaurants)
Residential developments of certain scales

Small-scale waste treatment facilities

Requirements for UKL-UPL Preparation
To prepare a UKL-UPL document, the proponent needs to provide:
Proponent identity — National ID, Tax ID, company deed, Business Identification Number (NIB)
Activity description — Detailed description of the planned business/activity
Activity location — Location map, coordinates, spatial plan conformity
Environmental data — Existing environmental conditions around the location
Anticipated impacts — Identification of potential environmental impacts
Management plan — Impact mitigation efforts to be carried out
Monitoring plan — Post-operational monitoring mechanisms
UKL-UPL Process Stages
1. Preparation
Collecting all required data, including site surveys, environmental sampling, and literature studies.
2. UKL-UPL Form Preparation
Filling out the UKL-UPL form according to the government-established format, covering proponent identity, activity description, anticipated impacts, and management plans.
3. Submission through OSS-RBA
The UKL-UPL form is submitted through the Online Single Submission Risk-Based Approach (OSS-RBA) system.
4. Review by Environmental Agency
The environmental agency reviews the completeness and substance of the document.
5. Approval or Revision
If requirements are met, an Environmental Approval is issued. If not, the proponent is asked to make revisions.
